The white flag has worked for centuries. A human being sees it and recognizes it: it is culture, it is custom, and it is already law (Article 41 AP I). Nothing needs to be invented.
The problem is not the person surrendering. It is the recipient. Increasingly, the one watching the battlefield is not a human eye but an autonomous system deciding at machine speed. A machine does not see a surrender — it detects, or fails to detect, a signal. And it shares no code with the white flag.
HF SIGNAL 01 does not replace the white flag. It translates it. It makes a gesture already recognized by humans legible to the systems that today make life-and-death decisions.
We create no new obligation. We preserve the practical effectiveness of an obligation that already exists.
È cambiato il destinatario, non il gesto
La bandiera bianca funziona da secoli. Un essere umano la vede e la riconosce: è cultura, è consuetudine, ed è già diritto (Art. 41 AP I). Non c'è nulla da inventare.
Il problema non è la persona che si arrende. È il destinatario. Sempre più spesso, chi osserva il campo di battaglia non è un occhio umano, ma un sistema autonomo che decide a velocità-macchina. Una macchina non vede una resa: rileva, o non rileva, un segnale. E con la bandiera bianca non condivide alcun codice.
HF SIGNAL 01 non sostituisce la bandiera bianca. La traduce. Rende un gesto già riconosciuto dagli esseri umani leggibile anche dai sistemi che oggi prendono decisioni di vita o di morte.
Non creiamo un nuovo obbligo. Preserviamo l'efficacia pratica di un obbligo che esiste già.
